His experience has largely focused upon strategic planning, evaluation and facilitation.
Prior to establishing Blueprint Development Consultancy, Joe set up and led the Economic Development Section within Belfast City Council, the largest local authority in Northern Ireland. He initiated and managed the development and implementation of policies and strategies including Economic Development, Tourism Development, Arts and Culture and European Affairs.
Joe has gained international experience, working as a development consultant in Nigeria, Russia and Bulgaria.
Joe is an Honours graduate from the Queens University of Belfast and holds a Masters in Business Administration and a Masters in Business Improvement.
Joe is actively involved in the voluntary and community sector and is currently the Chair of Volunteer Now , Chair of the Community Arts Partnership ,a Trustee of the Building Change Trust .In June 20015 Joe was appointed to serve as a commissioner with the Equality Commission for Northern Ireland.

Before co-founding Blueprint Development Consultancy, Nuala McKeagney was Economic Development Manager with Belfast City Council, with responsibility for developing and implementing Belfast City Council’s first Economic Development Strategy and Action Plans.Read More
Nuala was also responsible for managing the Council’s Economic Development budget and attracting funding from Europe and the private and public sectors.
Nuala also has private sector experience having worked in the banking sector and international experience gained through managing projects for clients in the USA and working as a Development Consultant in Russia.
Nuala holds a BSc Honours in Economics from the Queens University of Belfast, a Masters in Business Administration from the University of Ulster, and a Diploma in Company Direction from the Institute of Directors, UK.
Nuala is a non Executive Director of Belfast Health and Social Care Trust and currently Chairs the Board of Governors of a post-primary school.Read Less
